I totally agree with you. I would even add that doing nothing at all and living an apparently secure life won't lead to stagnation only. Since there is a constant pull towards entropy, doing nothing has negative effects. Because if we don't sharp our skills regularly, we loose them over time (e.g. ability to concentrate) while others get better at the same time.
Other than that I believe that most people aren't naturally lethargic. I think a lot of people want to be creative and are eager to learn something. But we invented so many new technologies within recent years in which no one could have guessed what impact they might have on our brain and mental well-being. A lot of people are addicted to entertainment. And this addiction has to be overcome before they can truly immerse with deep work.
